Interpol agent Louis Salinger and New York District Attorney Eleanor Whitman investigate the International Bank of Business and Credit (IBBC). Their investigation reveals that the IBBC plans to lend capital to the Revolutionary Freedom Front of Liberia to purchase light arms supplied by Calvini Defense. In this way, once the conflict is over, the bank will be able to control the debt contracted by the country. When the agreement with Calvini falls through, IBBC executives seek a deal with a Turkish businessman to sell the arms to Syria and Iran without revealing to them that Israel has already purchased countermeasures from the same man
